Course Description

Public Sector Accounting and Finance is a process and procedure of recording, communicating, summarizing, analysing and interpreting Government financial statements and statistics in aggregate and specifics. It is concerned with the receipts, custody, expenditure/disbursement and rendering of stewardship on public funds entrusted. However, demonstrating the proprietary of transactions and their compliance & conformity with the law, following established rules and regulation, measuring current performance and providing helpful information for the efficient control and effective management of government operations are essential elements of Public Sector Accounting and Finance.

This course is designed to provide and strengthen participants’ understanding of accounting in government context, particularly in relation to national, state and local governments. It also clarifies the role of government in a modern democratic society.

The Aims of the Course

The course aims to:

  • Develop participants’ knowledge and skills pertaining to financial management and accountability in the public sector; and,
  • Improve participants’ knowledge and comprehension on the particular conditions relevant for public sector accounting and effective auditing.

Course Objectives

By the end of this training, delegates should be able to:

  • Explain and critically evaluate major requirements and issues in public sector budgeting, accounting, performance management and auditing;
  • Analyse public sector accounting and auditing from a broad perspective, both financial and non-financial accounting and auditing;
  • Demonstrate broad understanding and knowledge about different conditions relevant for public sector organisations both from a financial and a legal perspective;
  • Describe and evaluate critically traditional budgeting, programme structures and zero-base reviews.
  • Evaluate critically the concepts of audit independence and value for money auditing.
  • Communicate effectively with internal and external stakeholders;
  • Demonstrate broad understanding and knowledge about management and control of public sector organisations concerning different aspects important to accounting and auditing.
  • Identify and apply relevant laws and regulations to given cases.
  • Independently analyse accounting reports.

  • State Owned Enterprises and Financial Planning Divisions in line ministries.
