Course Description
Governments around the world are required to be more accountable for their public budgets and to produce accurate, meaningful and transparent financial statements. Nevertheless, unlike most private sector organizations, Namibian governmental entities must be responsive to a number of different groups and organizations, including elected officials, other units of governments, investors, creditors, and citizens that are focused on monitoring their activities.
For our Government to achieve the objective of accountability, financial information must be both relevant and reliable for reasonably informed users. Our financial reports must satisfy numerous and diverse needs or objectives, including short-term financial position and liquidity, budgetary and legal compliance, and issues having a long-term focus such as capital budgeting and maintenance.
Following months of research and analysis, Namibia Institute of Management and Training Pty Ltd recently concluded that to meet the varied needs of a wide range of users, governmental reports must provide information regarding the public entity as a whole in addition to the traditional fund financial statements. The issues of accountability and transparency are more often spoken about. However, the information provided by governments should contribute to accountability in the following areas:
- Financial position and results of operations
- Actual financial results compared with adopted budgets
- Compliance with finance-related laws, rules and regulations
- Efficiency and effectiveness of operations
- Maintenance of governmental assets
The Aims of the Course
The course aims to:
- This workshop seeks to equip public finance officers from Mid to Senior Levels with the requisite components of finance strategies and to improve their ability to provide effective financial reporting.
- The course examines the role of government in Namibia and its mechanisms for control over public expenditures and resources to ensure greater efficiency and effectiveness and to improve accountability, transparency and performance in government activities.
- To consider the public sector environment and how it differs from private markets, including the roles of externalities and accountability. It strengthens the ability to present clear financial reports in Government in accordance with IPSAS requirements.
Course Objectives
By the end of this training, delegates should be able to:
- Demonstrate critical knowledge, skills, and competencies in accounting in the government showing great improvement in their effectiveness and financial stewardship within their departments.
- Exhibit clear understanding of the requirements of the IPSAS and IFRS and to put in place an effective change process.
- Apply main features of the State Finance Act, 1991 (Act 31 of 1991), and the treasury instructions
- Identify and analyse major issues in public sector accountability, financial management, accounting, and budgeting and performance measurement.
- Create visually powerful and informative financial presentations that aid decision-making.
