Course Description

An effective state is essential to achieving sustainable socioeconomic development. The application of results-based monitoring and evaluation is, by definition, a process of continuous improvement. While the role of the state has changed and evolved during recent history, it is now readily apparent that good governance is key to achieving sustainable socioeconomic development. According to OECD, states are being challenged by the demands of the global economy for greater participation and democracy. However many organisations and individuals alike, many view monitoring and evaluation like an unaffordable luxury, an administrative burden, or an unwelcome instrument of external oversight. Yet in actual sense, it has the capacity to transform government departments and the public sector into a functional system that is participatory and representative. The importance of evaluation for results cannot be underscored in economic governance and sound public sector economic competitiveness. Monitoring and evaluation (M&E) is an extremely complex, multidisciplinary and skill-intensive endeavour. Government-wide M&E is even more so because it requires detailed knowledge both across and within sectors, as well as of interactions among planning, budgeting, and implementation functions in the public sector.

Development organisations are sometimes accused of setting unclear goals and of reporting more about programme activities and processes than about the results achieved. This course is designed to provide a broad based approach, which focuses on achieving results, implementing performance measurement and using the feedback to learn and change.

The Aims of the Course

The course aims to:

  • Equip public office bearers with quality skills and knowledge that will enhance and enable them to monitor and evaluate Public Sector activities for Results to enhance accountability and transparency.

Course Objectives

By the end of this training, delegates should be able to:

  • Demonstrate critical knowledge, skills, and competencies in Results Based Monitoring and evaluation for Public Sector as is required by the UNDP, OECD and the Government of the Republic of Namibia.
  • Exhibit clear understanding of the requirements of the Monitoring and Evaluation Mechanism and Accountability for the Public Sector- Results Based Approach
  • Use the logical framework tool for planning for development results
  • Undertake an activity at the minimum cost possible
  • Use the Ms Project for planning for easy project Management, Monitoring, and evaluation.
  • Identify  and  analyse  major  issues  in  public  sector  accountability,  transparency  and performance measurement.
  • Create visually powerful and informative financial presentations that aid decision-making.
