Course Description

Transparency is one of the pillars of good governance and remains an indispensable step towards accountability. It is most effective when adopted as part of an SOE’s organizational culture, practiced at every operational level. SOE Guidelines provides for information disclosure including both financial and non-financial data, which is essential for the government. The purpose is for Parliament to be able to evaluate the performance of the state owned enterprises and for the media to raise awareness on their efficiency since the money involved is taxpayers’ and the general public has to have a comprehensive picture of SOE performance. This course is therefore designed to provide an overview of national practices for improving the accountability and performance of state-owned enterprises (SOEs) by examining relevant legislation, policies, and practices. The internationally agreed good practices exemplified by the Organisation for Economic Co-operation and Development (OECD) Guidelines on Corporate Governance of State-Owned Enterprises form part of the discussion and the IPSAS Guidelines.

The Aims of the Course

The course aims to:

  • Share the broad knowledge on a list of items and approaches for SOEs to consider incorporating into their disclosures as requirements, customary rules or strongly encouraged good practices.

Course Objectives

By the end of this training, delegates should be able to:

  • Demonstrate knowledge on the financial and non-financial disclosure at the enterprise level: Accounting, audit and reporting
  • Ensure that SOEs operate efficiently, transparently and on equal footing with private companies
  • Produce aggregate reports that synthesise information on the performance of state-owned enterprises, contributing to a culture of greater accountability in the public administration.
  • Produce SOEs financial and non-financial information in line with high quality internationally recognised standards of corporate disclosure including IPSAS.
  • Contribute to the development and instituting legal and regulatory framework for SOE disclosure and transparency.
  • Define and apply SOE-specific disclosure requirements
