Course Description

Public Employment Services (PES) play a crucial role within the labour market as a provider of regularly collected, comprehensive and up-to-date labour market information. They are the focal point for the shaping of labour market policies and programmes. While PES face the challenge of adapting to changing labour market realities, they are required to become more efficient, through greater rationalisation of activities and services. PES help match supply and demand in the labour market through information, placement and active support services at local, national and Regional levels.

However, this course seeks to reinforce PES capacity, effectiveness and efficiency by providing a platform for participants to share knowledge, identify good practices and establish a mutual understanding of systems. Since PES are the principal labour market institutions directly accountable to governments and responsible for facilitating the labour market integration of jobseekers and in some instances payment of unemployment and/or welfare benefits, the training widens the horizons of strategies and expertise crucial for policy changes to address unemployment, support capacity building, strategy development, project and program planning/designing, resource mobilization and mentoring capability.

The Aims of the Course

The course aims to:

• Deepen the understanding of the role of Public Employment Services in shaping of labour market policies and programmes, administering unemployment benefits and provide for the delivery of labour market programs.
• Reinforce PES capacity, effectiveness and efficiency

Course Objectives

By the end of this training, delegates should be able to:

• Carry out job placement and maintain a database of and register the unemployed;
• Promote equity in access to the labour market and help disadvantaged workers find employment
• Verify eligibility for receiving benefits and reduce costs associated with unemployment through ensuring rapid matches; and,
• Create a harmonious and progressive workplace, and promote of decent work for all; and,
• Effectively plan and implement capacity building training activities, which will play an important role in the improvement of human capital in their countries.
